What makeup is used in picture?

Both the photos r of same person. The second picture (right side) has very good make up which is her bridal look. I loved it.
1) How did she make that skin color a much lighter(fairer) color tone than it really is?
2) How to create that shiny effect all over the face?
3) What is the name (if any) of that make-up?

IMPORTANT NOTE: I already know about foundation, lipstick, eyeliner and blusher. But she has used those in the first picture also, but did not become as beautiful as she is in the second picture. So professionals please help.

Shiny effect on face= glossy effect (reflects light as in the second picture)

Can you suggest some decorations for my wedding ceremony?

Ive got lots and lots of ideas for my reception decor, but IM thinking my ceremony might be a bit bare. It will be held in an the town hall which used to be the old Opera House (links show pictures)

I mean sorry to sound dumb but we are still deciding but we are thinking our "colors" are going to be different shades of blues and incorporate silvers. Kind of like these colors but incorporate silvers.
