St.Lucia was one of our top 5 and we were looking at the Windjammer. I would say don't exclude non all-inclusives because if you really do research you can find good deals. We ended up deciding on Barbados. Got flights, hotel and daily breakfast at the Hilton for just under $1700 on cheapcaribbean.com. Also I hear Punta Cana is great for a budget and has nice all-inclusives. That was another one of our top favorites. I have not been to St. Lucia. I've been to Barbados, St. Maarten, St. Thomas, Martinique, and Antigua. Out of all those Antigua was hands down my favorite. The locals were so friendly, the sand was truly white powder & the water was the most incredibly clear aqua blue. Our cab driver hung out with us on the beach all day LOL! Our trip was around $1,700 (not all inclusive at the time). I know for a fact you can find one for that price range. I loved it, they have parasailing, drinks, all kind of shopping, etc...
